CLEVELAND – Ohio Gov. John calls the discovery of three bodies in a run-down Cleveland neighborhood “heartbreaking” and blames the situation partially on poverty that causes the breakdown of neighborhoods.

 Kasich was in Cleveland Monday to talk about transportation projects, but was asked by reporters about last week’s discovery of the bodies – the third major case in four years of multiple killings or abductions in poor Cleveland neighborhoods.
    
Kasich said “it’s what happens when you have individuals who are very dangerous inside the community and somehow lose track of them. It’s about breakdown of neighborhoods…”
    
A registered sex offender was charged Monday with murder and kidnapping in the slayings of three women whose bodies were found in plastic trash bags in an East Cleveland neighborhood.

On Tuesday, the identity of the second slaying victim was announced as Shetisha Sheeley.
