CLEVELAND, OH (WOIO) –  NBA Owners fail to reform a new NBA draft lottery process.

The vote was to change the draft lottery in efforts to avoid teams from “tanking” or losing on purpose to try and get higher odds of getting the first overall pick.

The final vote was 17-13 in favor of the reform. It comes up short to the required 23 votes needed to allow the reform to go through.

The new reform would have given the four worst teams identical odds of landing the first overall pick in the NBA draft. The fifth team would of had about a 10 percent chance.
