AUSTIN, TX (RNN) – A Texas state representative filed a bill Friday that would levy a $100 penalty on a man for masturbating.

“#HB4260, “A Man’s Right to Know,” mirrors real TX laws and health care restrictions faced by TX women every (Texas legislature) session,” wrote Rep. Jessica Farrar, D-Houston, on Twitter.

The legislation states an emission by a man made outside of a vagina or medical facility would be “an act against an unborn child and failing to preserve the sanctity of life.”

The satirical proposal mirrors some of the obstacles lawmakers have put in place for a woman seeking an abortion. It would make men wait 24 hours after an initial health consultation to get a vasectomy, a colonoscopy or a prescription to Viagra.

Doctors would be required to provide the men the “Man’s Right to Know” informational booklet. In 2003, Texas passed a law requiring doctors to give a “Woman’s Right to Know” booklet if they sought an abortion and then wait 24 hours before having the procedure.

To provide men a similar experience to women, Farrar’s bill calls for a “medically-unnecessary digital rectal exam and magnetic resonance imagining of the rectum.” Women are required to have an ultrasound, and those in the early weeks of pregnancy may require a trans-vaginal ultrasound to produce a clear image.
